We do this by deciding complaints that broadcasts have breached standards, by doing research, and also by providing information about broadcasting standards. The Authority board consists of four members who make the decisions about complaints and who govern the BSA itself. We are essentially an appeal body, which is why complaints generally go to the broadcaster first with the exception of privacy issues and election advertisements . Broadcast programmes that touch on election matters, but which are not election programmes, are subject to the usual broadcasting standards for radio, free to air television and pay television. The BSA provides the public with a free, independent complaints service, determining complaints that allege that a broadcaster has breached one or more standards in one of the Codes of Broadcasting Practice. We deal with complaints about programmes on broadcast media that is, free to air television, Pay TV, live streaming and radio but NOT on demand . We work with broadcasters and others to set clear broadcasting standards, reviewing the Codes of Broadcasting Practice, issuing practice notes and undertaking research. The Authority did not uphold the complaint, finding that the accountability of New Zealand’s judiciary was an issue of public interest, and that the item was a valuable exercise of the broadcaster’s right to freedom of expression. Members of the BSA ie, those who make up the board that decides complaints are appointed by the Governor General, on the recommendation of the Minister of Broadcasting. Members are responsible for the determination of complaints and for the governance of the BSA. Peter is a partner in Radich Law and has been a solicitor of the High Court since 1969. He also serves as Milk Commissioner for the Fonterra Dairy Group, is District Solicitor to the Marlborough District Council and is a member of the Law Practitioners and Conveyancers Disciplinary Tribunal. Peter was appointed an Officer of the New Zealand Order of Merit in the New Year Honours List 2012 for his services to the law. Paula Rose has a background in policing, having previously been National Manager of Road Policing.
Before joining the BSA, Belinda was a member of the Executive Committee of the Financial Markets Authority. Patricia has a double degree in Law and Arts Honours in Film Media Studies from Otago University. Patricia joined the BSA in 2008 and stepped into the Legal Manager role in 2011. Nicole has a double degree in Law and Arts Film and Theatre from Victoria University and joined the BSA in 2014.
In her role as legal advisor, Catie advises the BSA on complaints, assists in preparing the BSA’s decisions and is also engaged in a range of strategic projects for the BSA, including stakeholder presentations and analysis of the broadcasting sector

We deal with complaints about programmes on broadcast media that is, free to air television, Pay TV, live streaming and radio but NOT on demand . We only handle complaints about programmes which includes promos for programmes . We work with broadcasters and others to set clear broadcasting standards, reviewing the Codes of Broadcasting Practice, issuing practice notes and undertaking research. Our aim is to provide clear, user friendly information about the broadcasting standards system and our decisions through our website, through media releases of decisions and through the publication of a regular newsletter. The BSA’s role in respect of election related material is to address complaints about the content of election programmes broadcast on television or radio, and assess whether they breach the Election Programmes Code. The other complaint was about a Story item which discussed the accountability of judges in New Zealand. The Authority did not uphold the complaint, finding that the accountability of New Zealand’s judiciary was an issue of public interest, and that the item was a valuable exercise of the broadcaster’s right to freedom of expression.
